Why doesn't webserver stress tool show CPU load in Windows7

When I run a stress-scenario, regardless if it simulaties 1 or 2000 users, the CPU indicator remains 0%. The tool runs under Windows7. The performance indicator from Windows shows 40% CPU load at that moment. What is the cause of this?
